Kinship Bills In the
  News
Three
weeks ago, the state House of Representatives passed three pieces of
legislation that aim to help grandparents and other kin caring for children
outside of the child welfare system in Pennsylvania: HB 2133 (creates a
Kinship Caregiver Navigator Program);  HB 1539 (allows for temporary
emergency guardianship); and, HR 390 (tasks the Joint State Government
Commission with studying the trend of ‘grandfamilies’ and the opioid crisis
  in Pennsylvania).
Resolutions
do not need to be passed by both chambers, so the next step for HR 390 will
be the Joint State Government Commission beginning their work. Their report
is due within one year of the resolution passing. HB 2133 and HB 1539 have
moved on to the state Senate for further consideration in that chamber. We
are hopeful they will see additional movement in the coming weeks.
There
have been several articles published recently that highlight the need for
supporting grandparents and other kin raising grandchildren. Check them
  out!
