Foster Mother Murderer and Social Worker Northhampton County

This abuser not only was a caseworker that removed children and a foster parent to 30 plus kids but was allowed to adopt a girl who was raped in her care and the abused and murdered by her and her boyfriend.  How does this happen?  It is happening everyday in the corrupted agencies dealing with taking children from good homes and putting them with abusers through the corrupt foster care system.
